Import of goods into the Russian Federation provides for compliance with special shipping requirements and registration of import permits. In the Russian Federation this procedure is regulated by the government decree №982 dated 01.12.2009. The document represents a unified list of products subject to mandatory certification; there is a new edition dated July 26, 2020. At the international level the list of goods is determined by the technical regulations of the EAEU. The nature of the cargo determines the type of permit: a declaration, a certificate or a state registration.
Types of certification
There are several types of certificates for transportation in Russia and abroad: veterinary, sanitary, fire, fumigation, origin, conformity certificates. The cargo can fall under several different technical regulations at once.
The certificate of origin indicates the country of production and it is issued by the exporting country. It is required for customs procedures, for obtaining certain customs benefits. Safety (conformity) certificate confirms quality, production in accordance with the existing standards. To obtain this type of certificate, samples must undergo a series of laboratory testing. A fumigation passport is issued for goods of plant or animal origin, which guarantees their proper condition, absence of diseases. A veterinary passport applies to animals or animal products. A sanitary passport proves that the cargo complies with sanitary regulations and standards of the state. A fire certificate confirms that the products meet fire safety requirements.
To understand which products are not subject to certification, you need to study all legislative documents related to a specific type of product. If the product is not included in any of the technical regulations or in Resolution №982, you do not need to apply for a permit. However, in this case, a letter of exemption may be required.
How to get certification for your own product
When you produce your own products and offer services in the Russian Federation, it imposes certain obligations on you as an entrepreneur.
