The procedure for product certification

For goods imported from abroad, as well as products manufactured by domestic companies, there is a certification procedure in place. It ensures their safety and compliance with the quality standards. In the Russian Federation we follow state standards, in the international market – there are technical regulations of the EAEU. Only accredited organizations that register goods and issue a certificate of conformity are authorized to conduct certification in the Russian Federation.

Certification can be either voluntary or mandatory. The second group includes goods for children, cosmetic, medical and food products, equipment, appliances, various types of vehicles, electronics, toys, items for interior design and others. To find out whether it is necessary to issue a certificate of conformity for a specific product or service, you need to consult a Foreign Economic Activity Commodity Nomenclature classifier, where each product is assigned a specific code. Let’s analyze in more detail the procedure for certification of imported products and how exactly it is conducted.

Stages of product certification

There are certain rules for obtaining necessary permits. During the first stage, it is required to collect a package of documents that include: a statement from the manufacturer or the seller, charter documents, a technical description of the product, a user instruction, an assembly manual, a contract with a foreign partner, an invoice, waybills, and the product sample. The representative can additionally provide test reports and other acts confirming safety of the product.

The next step is acceptance of the application by an accredited center, followed by laboratory testing of product samples which must be identical to those that the consumer will receive. The owner of the goods has the right to independently choose the laboratory for testing. The laboratory conducts a research, draws up a conclusion and sends it to the certification center. The center analyzes all the information and makes a decision on the issuance of a license or a certificate. The applicant receives a copy of the test report together with the certificate.

There are several schemes in accordance with which products get certified. The procedures for them are described in Article 25 FZ dated December 27, 2002 №184. The choice depends on the nature of the product, the size of shipment, the country of origin. The validity period of the certificate is limited: once it expires, the entire procedure must be repeated. In some cases, an inspection audit of the production site is arranged once a year – while the certificate is still valid.
